Julie A. Elginer

Dr. Julie Elginer is an associate professor at the UCLA Fielding School of Public Health. She teaches master’s and doctoral-level classes in the Department of Health Policy and Management. Her courses on Healthcare Financial Management, Healthcare Marketing, Building Advocacy Skills in Reproductive Health, and Healthcare in International Perspectives consistently receive teaching evaluation scores in the top 3% among faculty.  She is a multi-year recipient of the “Outstanding Teacher of an Upper Division or Elective Course” by the UCLA Public Health Student Association. She has twice been nominated by the Fielding School of Public Health for the UCLA Distinguished Teaching Award for Non-Senate faculty. Each year, she mentors case competition teams coaching teams to several first-place results including at UCLA Center for Healthcare Management and Cornell University. For the 2024-25 academic year, she was selected as one of sixteen scholars to join the inaugural cohort of the Dialogue Across Differences Faculty Fellowship initiative, an interdisciplinary effort to foster a culture of dialogue among UCLA members.

Dr. Elginer is a recognized leader in advocacy and health policy issues. She led volunteer non-profit advocacy throughout California and in Washington DC. She has drafted legislation, conducted policy analysis, testified before the legislature, and successfully advocated for several issues including perinatal mental health, human trafficking, categorical eligibility of food stamps, microbicide funding, and more.  In 2010, the California Assembly bestowed upon her an Individual Member Resolution for her “lifetime of achievements and meritorious service.” In 2011, Julie was a member of a delegation recognized by the United Nations Association of New York for her work addressing the perils of human trafficking, along with colleagues from the Association of Junior League International.  In 2024, she received the Spirit of Voluntarism Award from the Junior League of Los Angeles for decades of community-based advocacy.

Her civic leadership is well recognized. In 2024, she was appointed by California Assembly Speaker Robert Rivas as a public member of the California Dental Hygiene Board.  Previously, she served as a two-time gubernatorial appointee of Jerry Brown as a member of the California Board of Chiropractic Examiners including elected leadership roles as Secretary and Chair of the Governmental Affairs and Strategic Planning Committee.  In 2013, she was appointed by the City of Calabasas as a member of the Environmental Commission and served as Chair and Vice Chair.  Between 2020-2022, Julie served on the District Advisory Council to Assembly Member Jesse Gabriel.  In 2021, she was appointed to the Calabasas Commission on Parks, Recreation, and Education advisor to the City Council and has served as its Vice Chair since 2023.  In 2022, Dr. Elginer received the Carl Gibbs Environmental Excellence Award from the City of Calabasas for her decades of conservation efforts for the city.
