Jan Perry

Jan Perry is Executive Director of Shelter Partnership, Inc., a leading group in Los Angeles developing housing and resources for the local homeless community. The organization also serves as a consultant on homeless programs and policy, supporting entities like the Los Angeles Homeless Services Authority (LAHSA) as well as local and State government.

Jan also serves as the Executive Director of the Infrastructure Funding Alliance, a national initiative to meet future infrastructure, economic development, and environmental challenges. The organization’s mission is to develop and advocate approaches and strategies that motivate government at all levels to implement environmentally and fiscally sustainable infrastructure projects. 

A well-known civic leader, from 2001-2013, Jan served as a Los Angeles City Councilperson in District 9, which includes Downtown, Little Tokyo, and South L.A. Her tenure oversaw projects that dramatically re- shaped the Downtown area. Jan also shepherded the development of nearly 6,000 units of supportive housing in her District. Following her role on the City Council, Jan was appointed General Manager of the Los Angeles Economic & Workforce Development Department (EWDD) of the City of Los Angeles, a position she held through 2018.

Jan made Los Angeles her home in 1974. She attended the University of Southern California earning a Bachelor’s Degree in Journalism, Cum Laude, and a Master’s in Public Administration. In addition, she earned a Certificate in Litigation from the University of California, Los Angeles Extension.
