Jonathan Freedman

Jonathan Freedman is Senior Vice President at Health Management Associates, a national independent consulting and research firm. Mr. Freedman works with plans, providers, associations, and governmental entities in the areas of public health, safety net healthcare, and public policy. Previously, he held key positions at L.A. Care Health Plan and led its entry into Covered California. For more than 25 years, Mr. Freedman worked in Los Angeles County for the Chief Executive Office and the Departments of Public Health and Health Services. He has led many special projects for the Los Angeles County Board of Supervisors and Chief Executive Officer, including negotiation of California Medicaid Waivers; workers’ compensation and pension reform; and development of a successful partnership between Los Angeles County and the University of California to re-open the Martin Luther King Jr. Community Hospital in South Los Angeles.

Other high-profile initiatives he has led include the public health response to the 1994 Northridge earthquake; solutions to funding crises in the Los Angeles County safety net; and the 2010 H1N1 influenza response. He teaches at the UCLA Fielding School of Public Health and has contributed to three books on public health practice. He is on the boards of the Insure the Uninsured Project and the Worker Education & Resource Center. Mr. Freedman has received outstanding leadership awards from the California State Association of Counties and Los Angeles County.

Mr. Freedman holds a degree in Political Science from UCLA and a Master of Science in Public Health from the UCLA Fielding School of Public Health.
