Julia Liou, MPH '00

Julia Liou, MPH, is the Chief Executive Officer of Asian Health Services (AHS), a community health center with 600 staff members providing medical, dental, and behavioral health services to 50,000 patients in 14 languages. An accomplished, mission-driven executive, Ms. Liou has more than 20 years of experience in the healthcare industry and has led strategic planning, fund development, communications, advocacy, and public-private partnerships.

As a systems change leader, Ms. Liou pioneered patient and community advocacy campaigns and spearheaded statewide, regional, and local initiatives focused on health equity and worker health, including the Revive Chinatown Campaign, California Healthy Nail Salon Collaborative, and California Asian American, Native Hawaiian, and Pacific Islander Health Equity Coalition. By building coalitions, advancing advocacy, and elevating patient voices, she continues to champion health equity for vulnerable communities locally, statewide, and nationally.

During her tenure with AHS, Ms. Liou has led state policy initiatives that resulted in the passage of city ordinances and state legislation. She also advanced AHS’s fund development efforts, securing donor gifts and leading capital campaign fundraising that led to the expansion of AHS’s medical and dental services, community programming, and established its Innovation Center.

Ms. Liou currently sits on the Oakland Thrives Council Executive Board, serves as Chair of the Alameda Health Consortium, Co-chairs the National Association of Community Health Centers’ Innovation Council, and serves on the boards of the California Primary Care Association and Community Care Cooperative.

Ms. Liou earned her Bachelor of Arts from Wellesley College in 1995 and her Master of Public Health in Community Health Sciences from the UCLA Fielding School of Public Health in 2000.

In 2026, Ms. Liou was inducted into the UCLA Fielding School of Public Health Hall of Fame and received the Hall of Fame Award.
